On August 12, 2020, the Government of Ukraine issued a Resolution № 712 «On Amendments to the Resolutions of the Cabinet of Ministers of Ukraine of April 24, 2020 № 331 and of July 22, 2020 № 641».
By the mentioned Resolution, the Government of Ukraine has expanded the previous list of persons who are not required to self-isolate when entering Ukraine from countries with a significant spread of COVID-19.
Thus, the requirement for self-isolation is not applicable to following persons when entering Ukraine from countries with a significant spread of COVID-19 (unless there is a reason to believe that they have been in contact with COVID-19 infected person):
- children under 12 years old;
- citizens of countries with a significant spread of COVID-19, who have not been on the territory of such countries during the last 14 days or are in transit through the territory of Ukraine and have documents which confirm a departure abroad within two days;
- members of foreign diplomatic and consular missions, representatives of official international missions, organizations accredited in Ukraine and their family members;
- drivers and crew members of freight vehicles, buses engaged in regular transportation, crew members of aircraft and ships, river vessels, members of train and locomotive crews;
- instructors of the Armed Forces of NATO member states and member states of the NATO Partnership for Peace program, who take part in training events for units of the Armed Forces of Ukraine;
- cultural figures at the invitation of a cultural institution together with one person accompanying each of them;
- persons transporting hematopoietic stem cells for transplantation;
- persons who have a negative test result for COVID-19 by polymerase chain reaction (PCR), which was carried out no more than 48 hours before crossing the border.
Moreover, the Government of Ukraine has updated the criteria for defining a foreign state as a “country with a significant spread of COVID-19”. Thus, according to the Resolution a state with a wide spread of coronavirus is now a country in which the number of newly registered cases of infection per 100 thousand population over the past 14 days exceeds the number of such cases in Ukraine.

As of August 14, 2020, Finland and Iceland are not among countries with significant spread of COVID-19.
