Transportation of humanitarian cargo through POLAND

  • We suggest carrying out customs clearance of a humanitarian cargo directly in the country of residence (in Finland) or in the country of origin of such a cargo, without leaving this issue to the Polish authorities.
  • Each humanitarian cargo should be registered in the Pomogamy PL system to speed up its smooth transition through the territory of Poland. 
  • It is a Polish government system that facilitates the transportation of humanitarian aid.
  • Information is filled in on the website https://pomagamukrainie.gov.pl/chce-pomoc/konwoj-humanitarny/formularz, and a code is generated confirming that this is humanitarian aid.
  • Also, according to the Ministry of Infrastructure of Poland regarding the passage of vehicles from/through the territory of Poland to third countries (including Ukraine !!!), all vehicles weighing over 3.5 tons must be registered in the Polish RMPD system (Register of International Road Vehicles) https://www.gov.pl/web/gitd/sent.
  • Driving a vehicle (including buses, ambulances, special equipment and any other vehicles weighing more than 3.5 tons) without registration in the RMPD system, Polish authorities impose a fine of PLN 13,500 (PLN 12,000 for the carrier company providing transportation and PLN 1,500 for the driver), which is about USD 3,375 for each vehicle, including vehicles that were transferred to the Ukrainian side as humanitarian aid and vehicles that were first purchased/donated for the needs of the Ukrainian side and are transported for the first registration in Ukraine.

ATTENTION! To avoid penalties, please take note of the above information. We recommend that you carry out mandatory registration in the RMPD system the movement of vehicles on the territory of Poland.

  • We also remind you that, in accordance with the order of the Minister of Finance and Economy of the Republic of Poland of September 10, 2025, changes came into force on March 17, 2026, expanding the list of goods subject to mandatory monitoring in the SENT system. The additional categories of goods subject to mandatory declaration in the SENT system include the transportation of the following goods:
  • goods from group CN 61 - knitted clothing and accessories, if the total gross weight exceeds 10 kg;
  • goods from group CN 62 - clothing and accessories, except knitted, if the gross weight exceeds 10 kg;
  • goods from code CN 6309 00 00 - used clothing and other used products, if the gross weight exceeds 10 kg;
  • goods from group CN 64 - footwear (except for parts of footwear, code CN 6406), if the quantity exceeds 20 units (10 pairs);
  • mixed loads containing goods from at least two of the specified groups (61, 62 or 64 CN), if their total mass exceeds 10 kg.

Transportation of humanitarian cargo through SLOVAKIA

1. Carry out customs clearance of the export of humanitarian cargo directly in the country of destination or in the country of origin of such cargo (Finland), without leaving this issue to the Slovak authorities.

2. If it is impossible to clear the export in the country of origin, the Financial Administration of Slovakia, which coordinates the activities of the customs and border services, suggests contacting the customs office in Michalovce (address: Plynárenská 160/4, 071 01 Michalovce), which has significant experience in working with various types of humanitarian aid. Numerous brokerage organizations also operate in the customs office (working hours: weekdays, from 07:00 to 16:00).

3. We also draw special attention to the fact that in order to carry out customs procedures, the declarant of the cargo must have a unique EORI (Economic Operators Registration and Identification) identification number. This number is necessary for any interaction with customs authorities in EU countries. 4. From 01.04.2026, a new phase of the NCTS (New Computerised Transit System) system is being implemented in Slovakia. The purpose of the update is to harmonize transit procedures within the EU and increase the security of data exchange, including with Ukraine. Due to the transition to new software, short-term failures in the operation of electronic services and slowing down the processing of declarations are possible.

 5. We would like to inform you that on March 23 this year, the Financial Administration of Slovakia announced a tender for the capital reconstruction of the infrastructure of the Slovak part of the Uzhhorod - Vyšné Německé checkpoint. The project includes the construction of pedestrian and bus facilities, the expansion of road communications, the construction of new observation boxes and the upgrading of security systems (cameras, scanners, IT networks), the renewal of the road surface and the modernization of control rooms and auxiliary facilities, etc. After determining the winner of the tender, the active phase of repair work will last at least one year, which will affect the throughput capacity of cargo areas and may cause additional queues at the border.
