On June 12, 2020, the Cabinet of Ministers of Ukraine issued the following resolutions:
- "On amendments to certain acts of the Cabinet of Ministers of Ukraine" No. 480.
The provisions of the mentioned resolutions provide as follows:
1. The temporary entry ban to Ukraine for foreigners and stateless persons is lifted. Accordingly, the procedure for approval by the Ministry of Foreign Affairs of Ukraine of the entry into Ukraine of foreigners and stateless persons has been canceled.
2. For the period of quarantine foreigners and stateless persons who intend to enter Ukraine must have an insurance policy (certificate) covering the costs related to the COVID-19 treatment and observation. This requirement does not apply to foreigners and stateless persons permanently residing in Ukraine, persons recognized as refugees and persons in need of additional protection.
3. The mandatory observation applies only to persons arriving in Ukraine from countries with a high number of COVID-19 cases and citizens of such states.
At the same time, a citizen (subject) of a country with a high number of COVID-19 cases, who has not been in that country in the previous 14 days, foreign diplomats and consular officials, representatives of accredited international missions and organizations and their family members, drivers and crew members of cargo transport vehicles, air, sea and river crews, members of train and locomotive brigades, participants of external independent evaluation (with one accompanying person each), will not be required to undergo observation, unless there is a reason to believe that they have been in contact with a COVID-19 patient.
Also exempt from observation will be those who agree to self-isolate using a special “Diy Vdoma” electronic service (https://bit.ly/37x9Ce9).
A country is considered to have a high number of COVID-19 cases if it has at least 40 active cases per 100,000 population.

4. The operation of 15 checkpoints across the state border of Ukraine, including 13 - for international passenger flights, has been resumed.
